whether you\u2019ve faced gridlock<\/a> driving to your favorite museum in washington, d.c., narrowly avoided an aggressive<\/a> taxi driver while commuting to new york city, or are lucky enough to have only experienced los angeles\u2019 notorious<\/a> traffic jams through \u201cla la land\u2019s<\/a>\u201d opening musical number, just hearing the words driving and city in the same sentence can drive you crazy.<\/p>\n

christopher b. leinberger, a professor at george washington university<\/a> and president of a national coalition of real estate developers and investors called locus<\/a>, felt the same way and co authored a report<\/a> with michael rodriguez<\/a> titled \u201cfoot traffic ahead\u201d to highlight the rise and benefits of walkable urban places (walkups<\/a>) in america\u2019s largest metros.<\/p>\n

\u201cthe reason i\u2019m in this is because of climate change,\u201d leinberger said. \u201ci don\u2019t need to do this stuff. my wife and i could be on the beach in the south of france but from a sustainability<\/a> point of view we need to find a way to address climate change<\/a> and the best way is by building great density and walkable places that would cut down 50% to 80% of greenhouse gas<\/a> emissions.\u201d<\/p>\n

stephen gyor, lead urban sustainability planer at the dc office of planning<\/a>, agreed and said land use decisions like increasing transit-oriented development<\/a> to allow the greatest density along transit corridors<\/a> are crucial to cutting greenhouse gas emissions.<\/p>\n

creating high density<\/a> walkups is difficult. \u201cit\u2019s really easy to build this stuff, not,\u201d leinberger said. \u201cthis kind of stuff is really complicated to do. it is very risky, much riskier than a strip mall and on top of that, it\u2019s illegal in 95% of the country.\u201d<\/p>\n

leinberger built 15 walkable urban projects throughout the country. his projects were illegal as proposed because they were too dense<\/a>, mixed use<\/a>, and broke zoning<\/a> requirements that called for more parking spaces than he believed was necessary. \u201ci had to go change zoning to make it possible and it took years of time, brain damage, and millions of dollars,\u201d leinberger said.<\/p>\n

zoning laws aren\u2019t the only opposition to expanding urban sustainability<\/a>.<\/p>\n

\u201cmany mayors say that they don’t talk about sustainability in their cities,\u201d said lisa benton-short<\/a>, former director of sustainability<\/a> at george washington university. \u201crather they talk about lowering asthma rates, increasing resilience to storms, and generating jobs that are safer. i see some possibility in getting residents on board with sustainability when it’s contextualized in a way that people can understand the direct benefits.\u201d <\/p>\n

according to leinberger, the education needs to be done at the neighborhood level. if dupont circle<\/a> only consisted of town houses, then hotel, retail and restaurant proposals would probably face not in my backyard<\/a> opposition. however, the value of residential areas within walking distance of great urbanism goes up by between 40% and 100% on the price per square foot basis. he went on to say these people have the best of both worlds because they can live in suburbia and walk to great urbanism.<\/p>\n

\u201cthat\u2019s not a hard educational lesson to pull off,\u201d leinberger said. \u201cyou\u2019re not telling people to accept this because it is good for society, because it\u2019s environmentally sustainable. no, accept this because you\u2019re going to make money and it\u2019s going to be a better quality of life.\u201d<\/p>\n

research supports leinberger\u2019s belief that urging people to act solely because it\u2019s a good thing for the planet has limited motivation. \u201cwe\u2019re not as rational as we would like to think,\u201d cicero\u2019s<\/a> research director steffen kallbekken<\/a> told the guardian<\/a>. \u201cmore information is not the answer.\u201d<\/p>\n

the dc office of planning took a different approach using amenities to draw people to walkups. \u201cas mayor bowser stated, the district\u2019s investments in neighborhoods \u2013 from affordable housing, public infrastructure, and transportation to public schools, parks, retail, and the arts \u2013 are all making dc a highly desirable place to call home,\u201d gyor said.<\/p>\n

leinberger spoke with the washington monthly<\/a>, a left of center policy journal, and the american conservative<\/a>, a right of center magazine, to bridge the gap between politics and infrastructure. both publications will run the same article in which he said infrastructure should be driven by whatever local governments decide they should be able to get funding for, and not by the federal government or state departments of transportation<\/a>.<\/p>\n

\u201cthe federal role should be reduced to 20% to 30% federal funding because nobody wants to raise taxes,\u201d leinberger said. \u201cthe rest can be financed by the real estate development community paying their share of the infrastructure. we\u2019ve seen this done throughout the country and it\u2019s also how we used to do it 100 years ago. one hundred years ago all of the rail transit was paid for by developers. we need to take a page out of that book.\u201d<\/p>\n

market demand<\/a> for walkable urbanism is at an all time high. leinberger<\/a> is currently working on the first ever 100% census of all real estate in new york and dc to better understand where the walkable urban places are and how well they perform economically. he is also in discussions with gw’s milken institute school of public health<\/a> about a place based public health metric and in discussions with us green building council<\/a> about a place based environmental metric.<\/p>\n

\u201cthe research we\u2019re doing demonstrates that there\u2019s an economic reason to do it, as well as an environmental reason, so i\u2019m basically trying to compel people to, and this is my favorite phrase, to do well while doing good,\u201dleinberger said. \u201cit\u2019s possible and that\u2019s what we\u2019re trying to demonstrate. you can make a buck and still do the right thing.\u201d<\/p>\n
