there is one statistic that lingers in the mind of an aspiring food policy advocate. the us geological survey reported in 2018 that agriculture accounted for a majority of water consumption in the colorado river basin (crb) region, excluding water moving out of the basin and hydroelectric energy use, averaging 85%<\/a> from 1985 to 2010. <\/p>\n\n\n\n

why does this matter?<\/h4>\n\n\n\n

roughly 68%<\/a> of the nation\u2019s acres for fruits and vegetables are in california. meanwhile, a 2020 report by nature<\/a> found that over half of water use in the crb relies on crops designated for cattle-feed. be it produce or livestock, water consumption in agriculture poses an existential threat in a region suffering from a decades-long drought. in this historic moment of crisis, there is yet to be a clear and coordinated mitigation plan from impacted states \u2013 arizona, california, colorado, new mexico, nevada, utah, and wyoming.<\/p>\n\n\n\n

to better understand the lasting impact of public policy, look no further than the colorado river compact<\/a>. as part of the law of the river, the compact was established in 1922 to enforce surface water use without consideration for depletion of groundwater reserves in dryer climates of the present day. traditional agriculture methods<\/a> alongside federally enforced water cuts<\/a> significantly contribute to decreased water availability in the region. <\/p>\n\n\n\n

as mentioned above, a heavy agricultural presence in the american southwest pressures groundwater reserves<\/a> on top of surface water deliveries at unprecedented levels<\/a>. then there is the issue of public water consumption by non-farmers. u.s. census data<\/a> released last year declares that some of the fastest growing and most populous cities in the country are in crb states: arizona, california, and nevada. these trends are bound to cause all the more water-stress for the basin.<\/p>\n\n\n\n

anthropogenic climate change will result in a 10% to 30% reduction<\/a> of public water use in the colorado river basin, which will likely lead to demands for stronger accountability<\/a> of water waste within an agricultural system that devours resources<\/a> across the basin.<\/p>\n\n\n\n

changing policies for the colorado river basin<\/h4>\n\n\n\n

while it may feel like there is little room to fight for a better future, there are several opportunities for solutions: funding from the inflation reduction act, the farm bill, and better cooperation across private and public sectors led by affected communities.<\/p>\n\n\n\n

for starters, section 50231 of the 2022 inflation reduction act<\/a> apportioned $550 million in funding to protect water security in the basin by providing \u201cdomestic water supplies to communities or households that do not have reliable access\u201d to water. federal, state and local governments have the chance to apply for this funding until september 30th, 2031. there is no time like the present. <\/p>\n\n\n\n

in the perspective of the agricultural industry, federal policy fails to address sustainable water governance, making sustainable food production a near impossible feat. case in point, the 2018 us farm bill<\/a> has no explicit section dedicated to drought mitigation, which leads to room in senate and house negotiations over the 2023 bill for such language. <\/p>\n\n\n\n

technological innovations<\/a> in the agricultural industry, such as controlled environment agriculture, present powerful tools for farmers to realize a sustainable business model while tracking their water and energy consumption. policymakers have the opportunity to center drought mitigation as a crucial component of agricultural policy. this can ensure food security, economic stability, and strategic climate action in a coordinated and holistic manner.<\/p>\n\n\n\n

the lack of inter-state policy in groundwater management and the overutilization of surface water across most crb states has led to a need for federal leadership<\/a> and policy that “[s]upports and embraces the diversity of locally tailored management solutions, particularly of communities facing groundwater depletion” to uplift the agricultural sector through a more generous return on investment.<\/p>\n\n\n\n

even though water scarcity and food insecurity are scary, and sometimes nebulous, topics 2023 offers a new chance to defy the status quo with available funding, potential partnerships, and a fresh perspective.<\/p>\n\n\n\n

various levels of governance and reach. within lancaster county, i helped plant native tree saplings, remove invasive species from streams within the chesapeake bay watershed and co-drafted a science literacy pamphlet for the amish farming community as a project intern with the alliance for the chesapeake bay. i also led social media and lobbying efforts\u00a0for the local citizens' climate lobby chapter, an organization that\u00a0\u00a0provides resources and workshops to enable local communities to engage in politics, reach out to their elected officials and become agents\u00a0of change. i organized get-out-the-vote campaigns between ccl lancaster, environmental voter project, and postcards to swing states alongside climate activist james \\\"jim\\\" sandoe in order to reach out to first-time voters ahead of the 2020 u.s. presidential election to register to vote for climate action. during my junior and senior years, i interned for the re-election campaign of former pa treasurer joe torsella as a campaign finance intern. during this experience, i learned the ins and outs of state-wide political campaigns within the democratic party while also gaining valuable experience processing data and donations from climate and environmental political action committees and donors. the culmination of my advocacy, research, and journalism efforts has resulted in the formation of the greenzine, a resource and publishing hub redefining the public's perceptions around climate change, climate action and environmentalism. our work is interdisciplinary, intersectional, and multimedia in that it covers multiple subject areas, involves various aspects of identity, and intends to reach people where they're at in terms of their learning style! it started as a monthly newsletter when i served as the social media chair and president of the student-run environmental action alliance and fair trade cafe, and has gone on to blossom into an international, grassroots
